In close combat, they are pretty pants, as they have no armour save, and as they have no named melee weapon they will also be considered inferior fighters. However, on the flank they can still be effective. Just don't let them get caught out in the open on their own!

You have the ability to have lots of commanders, no respecting warband should leave home without one, so see where you can fit an extra one or two in :D

Idea sounds fine, may want to consider the maximum number of foot skirmisher bases is '6' rather than 8. Four units of 6 rather than 3 of eight would still work out. Chariot units are not big and you will be discouraged with just 1 unsaved hit. At the end of the day, you won't know until you give it...

Looks reasonably well balanced combined arms force. It should perform reasonably well against other classical armies. You might find your battle line in danger of being outflanked. Also don't charge the front of formed infantry with cavalry, unless you really have to . Threat potential can often keep several units pinned.

First thought is that the chariot units look a bit small. One hit and you are giving away a token (10%) casualties on a formed unit and you are discouraged. Lose a base and you are no longer fored and taking a cohesion test on a lot of -ive factors. Otherwise solid enough. I don't have the lists wit...
