Raid Scenario Question

Yesterday we played the Raid scenario and it worked pretty well (for the attacker at least^^).
One question arose, though:

The peasants in the village broke and ran immediately after being shot at by x-bows. At this point the scenario rule of dicing attacker troops in contact with the camp for looting triggers. No such troops were in contact as it was only the shooting phase of round 1. Does this mean:

a) no troops will have to dice for looting anymore (thereby denying the attacker the chance of more VP)

b) Dice for every unit when it contacts the village in further rounds (that's how we played it)

We used this scenario at a recent tournament and it went better than I expected, with the results evenly split between attackers and defenders after 6 games.

I am fairly certain we had a situation where the villagers broke from bow fire in the first round and troops were able to loot in subsequent rounds so that is b)

If I am wrong there will be someone with a better informed opinion along in a minute or two.
