Fleeing Units Removal of Discouraged Markers

We had a few games of SwordPoint at our club now and gradually getting the hang of the rule-set.
One quandary keeps cropping up though and that is the removal of discouraged markers in the Initial Phase.
The QRS and the rules both state: -
'Remove Discouraged markers from units not in combat or fleeing'
Does that mean fleeing units cannot remove discouraged markers (as units in combat) or fleeing units can remove discouraged markers?
We have two schools of thought on this one at our club and we'd love to know the official ruling.

Units in combat and units fleeing both retain their discouraged marker. Cheers W.

If they rally they can then be removed. Discouraged markers do not impact on rally tests as that is a rally not a cohesion and has a different set of modifiers.
