Carthaginian use pf Horse Armour

I have been looking at various 28mm figures to use for an army and have noticed that some (e.g. Newline) have the cavalry and generals horses equiped with Horse Armour. Is this correct?
Ceasarian Romans (well a pile of boxes ATM)
Vikings (next year).

Some South Italian cavalry may have used partial horse armour, so it would be okay for these and for generals in that theatre in modelling terms, but we did not consider it sufficiently widespread to allow it to affect Defence values.
