Woods, difficult terrain and Cavalry

I have a couple of questions last from a game yesterday.

First, a unit wishes to enter terrain which reduces its movment rate. Is this done pro-rata from the time that the unit enters the terrain, or applied to the whole move (e.g. a unit with an 8 inch move takes 6 inches to reach the terrain, and only the last quarter of its move at the slower rate, or the entire move is done at the slower speed meaning teh unit may have to stop when it reaches the terrain.

Second there was a unit of foot skirmishers skulking in a wood, and they were charged by a Cavalry unit who were outside the wood. I was somewhat suprised to find that other than the movement reduction the Cavalry suffered no adverse effects from being in the wood.

Thirdly, a unit can see an enemy unit within charge range. However the centre of the unit itself does not have LOS on the enemy. Can they charge?
