Are Closed Order troops in Open Order?

Non-skirmisher will commence the game in Open Order. Does this mean that Closed Order troops away from the enemy are considered to be in Open Order for the purposes of maneuvers, movement in difficult terrain, etc.?

No. they are still bound by their movement characteristics.

That is, the Close Order troops at the beginning of the game (to enemy more than 8 inches) formed in Open Order, but still take all penalties as for Close Order (maneuvers, difficult terrain). Right?

Yes. Close Order troops, such as barded cavalry, always move as close order. ie. they don't become Open Order when outside of 8" of the enemy. Your barded cavalry will only be able to move a maximum of 12 inches, they do not get the ability to start moving 16 inches.
Likewise, close order infantry moving through a wood do not count as open order if there are no enemy within 8 inches.
